In 1983 Mr Shvets graduated from the Energy Faculty of the All-Union Correspondence Polytechnical Institute (major: electricity supply for urban industrial entities and agriculture) with a degree in electrical engineering. In 1991 he graduated from the Air Defence Military Command Academy, and in 1997 – from the Military Academy of the General Staff of the Russian Armed Forces.
From 1974–1998 Mr Shvets served in the Air Force of the Russian Federation and attained the rank of colonel.
From 1998 to 2007 he was Head of the Office of the General Director of Promexport, and Assistant to the General Director of Rosoboronexport.
From 2007 to 2009 he was employed as First Deputy Chairman of the Government of the Amur Region and Chairman of the Legislative Assembly of the Amur Region.
Since March 17, 2009 Mr Shvets has held the position of General Director of IDGC Holding.
He is a Doctor of Sciences (Economics), Assistant Professor, a corresponding member and the Head of the Research Department “Security Issues of the Fuel and Energy Sector” of the Academy of Military Sciences. Has been decorated with a number of government awards.
