Before joining FIEF in September 2011, Dr Andrei Konoplyanik was an Adviser to the Board at the Moscow branch of GPB Neftegas Services B.V. and a Consultant to the Board at Gazprombank in 2008-2011. In 2002-2008 he was Deputy Secretary General at the Energy Charter Secretariat (Brussels, Belgium).
From 1990 to 2002 Dr. Konoplyanik was Chief Expert in the USSR State Planning Committee, Deputy Minister for Fuel and Energy of Russia, Executive Director of the Russian Bank for Reconstruction and Development, President of the Energy and Investment Policy and Project Financing Development Foundation in Moscow. In 1993-2002 he also served as non-staff adviser/consultant for several federal ministries and State Duma committees.
From 1979-1990, he was a Research Fellow at the USSR Academy of Sciences’ Institute of World Economy and International Relations.
Dr. Konoplyanik is an Honorary Fellow of the Centre for Energy, Petroleum and Mineral Law and Policy at the University of Dundee (Scotland), and a member of the International Bar Association, the International Association for Energy Economics, the Association of International Petroleum Negotiators and the New York Academy of Sciences. He is a Professor at the Chair “International Oil & Gas Business” of the Gubkin Russian State Oil & Gas University.
Dr Konoplyanik has published around 500 articles both in the USSR/Russia and abroad, and has participated in writing around 70 monographs (including 14 individual ones).
Dr Konoplyanik is an energy economist by background, and received his Candidate Degree (in 1978) and Doctorate (in 1995) in International Energy Economics from the Moscow-based State University of Management.
