Alexey V. Ulyukaev
First Deputy Chairman of the Bank of Russia
Alexey Ulyukaev has had a distinguished administrative and academic career.
Prior to his appointment as First Deputy Chairman of the Bank of Russia in April 2004, he was First Deputy Minister of Finance of the Russian Federation, head of the Group of Advisors to the Prime Minister of the Russian Federation, having held before that posts of Economic Advisor to the government of the Russian Federation and Assistant to the First Deputy Chairman of the government of the Russian Federation. He was also elected a member of the Moscow City Council.
After graduating from the Moscow State University in economics he earned his doctor’s degree in economics in Moscow and his PhD (economics) at the University Pierre-Mendes in Grenoble, France. His academic career includes positions of professor of economics as well as Deputy Director of the Institute of Economy in Transition.
Throughout his career, Alexey Ulyukaev contributed extensively to leading Russian periodicals and academic journals, his main interests lie in the fields of macroeconomics, monetary policy, state finance and budget policy, and economy in transition. He has also dedicated several books to these problems.
